Building Municipal Support for Better Streets

How do you get started identifying and addressing pedestrian and bicycle opportunities and concerns in your community? How do you adopt Complete and Green Streets in your municipality? How do you formalize a local committee? Local advocates from several New Jersey communities will share lessons learned and methods and tactics that have worked for them to build local support and adopt and implement Complete and Green Streets policies. This session will help you identify potential partners within your community, create important partnerships among other stakeholders, and generate ideas and actions to make walking and bicycling safer and more desirable modes of transportation.

Sean Meehan, Senior Research Specialist, Voorhees Transportation Center & Safe Routes Resource Center, Rutgers University

Sean Meehan is a Senior Research Specialist with the Voorhees Transportation Center at t Rutgers University. With over fifteen years of experience, the focus of Sean’s work has been on active, sustainable transportation and working with multi-disciplined stakeholders and partners to help individuals and communities integrate these healthy and physically active forms of transportation into daily routines. Sean oversees projects for the New Jersey SRTS program in conjunction with the New Jersey Department of Transportation and with the state’s eight Transportation Management Associations (TMAs). Sean is also the Vice-Chair of the Safe Walking and Cycling Committee in Highland Park, NJ.

Bill Riviere

Bill Riviere – Safe Routes Coordinator, NJDOT Bureau of Safety, Bicycle and Pedestrian Programs

William Riviere is a Principal Planner and the Safe Routes to School Coordinator with the New Jersey Department of Transportation’s Bureau of Safety, Bicycle and Pedestrian Programs. As the lead administrator of NJDOT’s Local Technical Assistance Program for bicycle and pedestrian projects, Bill provides guidance and expertise in creating streets as corridors for all modes of transportation for all ages and abilities. As the statewide Safe Routes to School Coordinator, Bill oversees the technical assistance program working closely with the Safe Routes Resource Center at Rutgers and all eight New Jersey Transportation Management Associations.

Leigh Ann Von Hagen, AICP, PP –  Managing Director, Active Transportation and Mobility Safety, Vorhees Transportation Center & Safe Routes Resource Center, Rutgers University

Leigh Ann Von Hagen, AICP, PP is a Managing Director and Adjunct Professor with the Voorhees Transportation Center at Rutgers University. As a licensed professional planner, Leigh Ann has over 20 years of experience in transportation and land use planning, specializing in creating healthy, active communities for all ages and abilities through design, research, education, and training. Leigh Ann is currently managing the NJ Department of Transportation’s Safe Routes and Bicycle and Pedestrian Resource Centers and conducts Health in All Policy training. 

Candace Faust – Complete Streets Advisory Committee, Eatontown Borough

Candace Faust is a lifelong resident of Eatontown, New Jersey. She graduated from Rutgers University with a Bachelor of Political Science. Candace currently serves on the Traffic Advisory Committee, Recreation Advisory Committee, Shade Tree Commission and Zoning Board of Adjustment. She is the co-founder of the Eatontown Complete Streets Advisory Committee and its current chairwoman. The committee has won two grants, one funding a walking path and the other a conceptualization for the Eatontown Greenway project through the NJTPA. Eatontown is the first town in the state to adopt the NJ DOT Complete and Green Streets For All Model Policy by ordinance. 

Jennifer Duckworth – Chair, Pedestrian Safety Advisory Board, Millburn Township

Jennifer Duckworth is a Senior Environmental Engineer with Tetra Tech, specializing in stormwater management and green infrastructure. She writes and edits hazard mitigation plans and technical documents; manages contracts supporting federal, state, and local clients; supports workshops, trainings, and meetings; and designs outreach and education materials. Ms. Duckworth serves as an adjunct professor at Kean University, on the Essex County Environmental Commission, on the Essex County Transportation Advisory Board, as the Chair of the Millburn Pedestrian Advisory Board, on the Millburn PTOC School Safety Committee, on the Jersey Water Works Green Infrastructure Subcommittee, as trustee of the Rahway River Watershed Association, and as a New Jersey Certified Master Gardener.
